I have not pressed the matter, referred
to in my former report, of the adoption of a
higher minimum of marks for passes in the Upper School in view of objection to the proposal on the part of the Head
Master.

The Governing Body of the College, whom I consulted on the subject, were not in favour of raising the fees for the Upper School from $3 to $4 a month as proposed by me because they considered that having regard to the class- es of the Community from which the large majority of the pupils at Queen's College are drawn the fees were as high as the majority of the parents could afford. I did not altogether agree in this view and the fee in the Upper School has now been tentatively raised to $3.50 a month the effect of which will be watched.

I have considered it desirable to strengthen the Governing Body of Queen's College by the addition of one member representing the Commercial and one representing the Engineering interests of the Colony, and I have therefore to ask your approval of a modification to the Regulations of that Body submitted in Mr. May's Despatch No. 24 dated the 19th.
of January, 1904, so that the words "not less than five nor
more than seven" may be substituted for the word "five" in
regulation 2.
